National ENC Services

The national services are operated through a bilateral agreement between a cooperating hydrographic office (CHO) and the Norwegian Hydrographic Service (NHS).

The agreement enables the CHOs to provide an encrypted ENC service to their national governmental organisations (coastal administration, VTS, pilots etc). Only the ENCs produced by the national hydrographic office will be available in the national service, unless the CHO has entered into agreements with the other CHOs to access their data.

The navy supplier service is operated through a Navy Supplier agreement between the Norwegian Hydrographic Service (NHS) and a nation's navy. Standard terms and conditions are defined in the Navy supplier agreement. The CHOs may issue their own national ENCs at a discount to their national navies.

The national ENC service requires that the organisation appoints a Central Administrator who is responsible for user management. The role of the central administrator varies depending on the type of interface chosen by the organization.

The following interfaces are available to the organizations to access the PRIMAR national service.

  • PRIMAR ENC CD/permit service
  • PRIMAR Online ENC updating service
  • Online client application
  • Unencrypted ENC service**

** Unencrypted ENC service is available only to those Naval vessels who are not able to read encrypted ENCs. A number of nations do not allow delivery of unencrypted ENCs to navies.

The organisations should determine which interface and ENC update option suit them the best depending on their requirements and internal administration procedures.
