The Virtual PRIMAR Network (VPN) technology is a set of tools and functionalities offered to the Hydrographic Offices (HO) to enable them manage their own data in an efficient way and have full control over data upload, download, and release operations.

PRIMAR uses the Geo Data Distribution Server (GDS) application to generate the products and deliver an official ENC service to the users.  The VPN is an Internet based front-end to some of the functionalities developed within the GDS.  

The most important functionalities within the VPN are depicted in the figure below:

Upload ENC: This functionality enables transfer of an ENC exchange set from HOs to PRIMAR.  The ENCs are stored in a pre-release database (DB) until the HO decides to release the ENCs commercially.
 
Release ENC: The ENCs in the Pre-Release Database undergo quality and consistency checks the results of which are provided to the HOs.  Upon successful completion of the checks the ENCs are moved to the commercially Released ENC Database and are made available for on-line download and inclusion on the PRIMAR CD.
 
Download ENC: This functionality enables HOs to download their own ENCs from the PRIMAR database. The operator has a choice of downloading ENCs stored either in the Pre-Release Database or in the commercially Released ENC Database
